Abstract

This study examines the governance of the village government in preserving the ruwat desa tradition, which has begun to be integrated with sound horeg in Medali Village, Mojokerto Regency. This integration has generated pros and cons in the community, necessitating collaborative governance to ensure the tradition remains sustainable without neglecting modern developments. This study aims to analyze the collaborative governance between the village government and the community in preserving this tradition. The method used is descriptive qualitative, with data collected through interviews, observation, and documentation, and analyzed using the collaborative governance theory of Ansell and Gash (2008). The results show that the preservation of ruwat desa based on sound horeg is carried out through collaboration between the village government, community leaders, youth organizations, and sound horeg providers, which is built through deliberation and well-established cooperative relationships. The village government acts as a facilitator in bridging differences in community views. This study concludes that the integration of sound horeg is a form of cultural adaptation that increases the participation of the younger generation without eliminating the sacred value of tradition.
