Abstract

ABSTRAK Perencanaan pembangunan wisata desa yang dilakukan oleh Pemerintah Desa Mlaten mengalami konflik dengan kelompok Masyarakat Dusun Bedog. Pemerintah Desa Mlaten dituding tidak melibatkan masyarakat Dusun Bedog pada proses perencanaan pembangunan. Tujuan penelitian ini untuk mengetahui dan menganalisis Dinamika Konflik antara Pemerintah Desa dengan kelompok masyarakat dalam pengembangan wisata desa. Penelitian ini menggunakan pendekatan Kualitatif dengan jenis penelitian studi kasus. Metode pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Penelitian ini menggunakan analisis teori konflik Ralf Dahrendorf Hasil penelitian ini mengungkapkan bahwa dinamika konflik yang terjadi antara Pemerintah Desa dengan kelompok masyarakat pada pembangunan wisata desa ini dikarenakan kebijakan yang dikeluarkan oleh Kepala Desa selaku pemilik kekuasaan atas perencanaan pembangunan wisata ini dirasa tidak adil, karena masyarakat sekitar tidak dilibatkan dalam perencanaan pembangunan. Dan sampai sekarang, konflik ini masih belum terselesaikan. ABSTRACT The village tourism development planning carried out by the Mlaten Village Government experienced a conflict with the Bedog Hamlet Community group. The Mlaten Village Government is accused of not involving the Dusun Bedog community in the development planning process. The purpose of this study was to determine and analyze the Dynamics of Conflict between the Village Government and community groups in the development of village tourism. This research uses a qualitative approach with the type of case study research. Data collection methods used are observation, interviews and documentation. This study uses an analysis of Ralf Dahrendorf's conflict theory The results of this study reveal that the dynamics of the conflict that occurs between the Village Government and community groups in the development of village tourism is due to the policy issued by the Village Head as the owner of power over tourism development planning is considered unfair, because the surrounding community is not involved in development planning. And until now, this conflict is still unresolved.
