Abstract

This study aims to analyze the forms and levels of children’s participation in the Child-Friendly City policy-making process in Mojokerto City, as well as to identify the supporting and inhibiting factors within the Department of Social Affairs, Women’s Empowerment, and Child Protection. The study employs a descriptive qualitative approach using the case study method. Data were collected through interviews, observations, and documentation, and then analyzed using the Miles and Huberman interactive model. The level of children’s participation was analyzed based on Roger Hart’s Ladder of Children’s Participation. The results indicate that children’s participation in the Child-Friendly City policy in Mojokerto City falls under the category of “genuine participation,” dominated by Level 4 (assigned but informed) and Level 5 (consulted and informed), with some programs having reached Level 6 (adult-initiated, shared decisions with children) through the Mojokerto City Children’s Forum. This participation is supported by Mojokerto City Regional Regulation No. 4 of 2017, the active role of the Social Affairs, and the “Pioneers and Reporters” program. However, its implementation still faces challenges, including a tendency toward top-down decision-making, disparities in the capacities of Children’s Forum members, and government feedback mechanisms that are not yet optimal. This study recommends strengthening feedback mechanisms, expanding opportunities for children’s initiatives, and enhancing the capacity of the Children’s Forum so that children’s participation becomes more substantive.
